President’s Rule further divides Arunachal

ITANAGAR, Jan 30: The decision of union government to impose President’s Rule (PR) in the state has further divided the opinion of the people of Arunachal.
From streets of the state to the world of internet, people are passionately debating about PR. This daily spoke to people from various walks of life and also collected the opinions of common citizens posted in various internet forums.
“PR will come along with baggage that can have negative impact on innocent public that ought to be taken care by the Governor secretariat. Governor must ensure early restoration of a democratically elected government, “ said Tobom Dai, a resident of Pasighat and a former AAPSU leader.
“No sane person will ever want that freedom and liberty is curtailed but the situation in our state is altogether different. The elected representatives who have been mandated by us have miserably failed. At this juncture, PR seems to be only option left to bring stability in the state,” he says.
“President’s Rule is fine, there’s no doubt about it, but I would still prefer our elected self government to come back. Whoever may be the Chief Minister, I don't care. PR was needed to teach a lesson to our elected leaders who had forgotten their duties,” says Taba Taku, a two time MP contestant.
“I feel President’s Rule in Arunachal Pradesh is a blessing to citizens. We welcome the step taken by union cabinet and strongly support the President’s Rule. The central rule has been implemented at the right time and I hope for development in every sector,” said Dangsam Songthing, resident of Bordumsa, Changlang.
“Imposition of PR in the state is a lesson to the greedy MLAs who neglects their voters and only work for development of their kith and kin. There is no difference between Nabam Tuki and Kalikho Pul. Let the Congress unite and save Arunachal from midterm poll,” commented one Takiram Siboh in Arunachal Times website.
In the same forum, another person by name Ram Rahim posted, “President’s Rule was the need of the hour, due to turmoil between the legislators of the ruling govt. The public got the harassment because infighting among legislators. Let’s make our state developed and free from communal colours.”
“The President’s Rule should be continued in Arunachal Pradesh at least for 3 years, which is a maximum period, in order to give a lesson to the greedy and corrupted leaders. The Governor has rightly recommended. If anyone insults our constitutional head, he may snatch the power of abusers, (elected politicians),” commented one Ryan.
“PR is required if necessary but here governor’s intention was political right from the beginning. So how can the disturbances in state capital be viewed as complete breakdown of law and order in the state, whereas rest of the state is peaceful. Painting such a sorry figure of Arunachal Pradesh should not be the governor’s priority, whatever may be political compulsion,” commented a person with name of Jun.
For business community, President’s Rule has brought in mixed feeling.
“Security has improved but business is down. Due to excessive checking by security forces, people have curtailed movement and it has directly affected the business community. Therefore, we don’t agree with imposition of PR and hope it’s lifted at the earliest,” said NK Bora, an Itanagar based shop owner.
“PR is alright but we are suffering due to excessive security checks by paramilitary forces. Hope SC gives early verdict in the matter,” says one Sayan Dey.
“Whatever happened is very unfortunate. State has not witnessed either breakdown of law and order or constitutional machinery. Whole problem started when Governor advanced the Assembly Session. Moreover, Governor should not have recommended for PR till SC decides on his discretionary power. Ground reality is that present crisis is political and not breakdown of law and order or constitutional crisis,” said a Ziro based govt. officer who did not wished to be named.
While debate about pros and cons of PR will go on but one thing is for sure the imposition of President’s Rule definitely paints poor picture of the tribal communities of the state.
It shows that 60 Arunachalee tribal MLAs elected by the people of the state cannot govern a state whose population is hardly 13 lakhs.
Situation is so bad that state had to import retired government officials GS Patnaik(Retd. IAS) and Advisor YS Dadwal (Retd. IPS) to advice the Governor JP Rajkhowa, a former Chief Secretary of Assam to run the state. Perhaps, it’s time every Arunachalee, more so elected representatives to introspect what went wrong.
Ugly spat between Raj Bhavan and former CM
ITANAGAR, Jan 30: The ugly and undesirable spat between Governor J P Rajkhowa and former Chief Minister has further escalated with Raj Bhavan coming up with a retort against Nabam Tuki’s statement. Tuki had said that he was frisked, threatened and abused at Raj Bhavan.
The fact that, the allegations have been labelled by the former Chief Minister after 47 days of the meeting held on Dec 14 at Raj Bhavan, clearly establishes that those are concocted, untrue, result of afterthought and made with ulterior motive, read a statement from Raj Bhavan.
“Undignified and unwarranted statements” was attempt to malign the incumbent Governor in the public eye, to influence the other Constitutional Authorities, win public sympathy and mislead the people of the State and Nation, the Raj Bhavan statement said as it dismissed Tuki’s allegations.

‘Rivers of Arunachal free from pollution: CGWB, CWC
‘Iron level in Doimukh area beyond permissible limits’
ITANAGAR, Jan 30: As per Central Ground Water Board and Central Water Commission investigation, the major rivers of Arunachal Pradesh are free from pollution and also the ground water is of excellent quality with all the parameters within permissible limits K. Ramanand, Scientist, Central Ground Water Board, North Eastern Region, Guwahati informed this while addressing a function to distribute the prizes to the winners of the state level painting competition organized by Central Ground Water Board (CGWB) at Naharlagun yesterday.
This situation, however, may change in the near future with rapid urbanisation and increase in population, he said, adding that the iron content in Doimukh area of Papum Pare district is beyond the permissible limits of 0.3mg/litre.
Local sand filters and iron filtration plants are being used for supply of iron free water, he said and called for greater public cooperation to keep ground water and rivers free from pollution.
Explaining the causes of ground water and river pollution in India, he informed that urbanization has been the main cause of water pollution as sewerage system of the country is not satisfactory.

Don't disrupt Parliament proceedings: Venkaiah Naidu to Opposition
HYDERABAD, Jan 30: Union Parliamentary Affairs Minister M Venkaiah Naidu today said the Government has "no problem" in discussing Arunachal Pradesh and Rohith Vemula issues in the Budget session of Parliament and suggested that the Opposition refrain from disrupting the House proceedings.
"We have no problem. Government is ready to discuss any issue; Government is ready to discuss every issue," Naidu told PTI, amid indications that the Opposition might aggressively take up the Arunachal Pradesh and Rohith's suicide in Parliament.
"Neither in Arunachal Pradesh (issue) nor in Hyderabad (Central) University...Government of India is not in the picture anywhere," Naidu said.
As for whether he fears that these two issues would lead to disruption in the Houses by the Opposition parties, the Minister said: "It's for the Congress...(to decide) whether they want democracy to function or they want to disrupt. That's their choice".
Expressing hope that Parliament would be allowed to function and people's issues are taken up, Naidu said: "I only suggest: 'discuss, debate, decide; do not disrupt (proceedings in Parliament.'

He asked as to why Congress leaders, including Rahul, have not visited HCU during their period (UPA rule) when 10 students committed suicide on different occasions.
"Why this selective protest? Congress was silent then; trying to be violent now. First let them explain why they were silent then," Naidu said. "By politicising such sensitive issues, we are doing only injustice to the very cause". PTI

After collecting necessary information from sources, the teams under the overall supervision of Dambuk ADC Atul Tayeng started search operation separately in different areas on January 27 and located those 118 plots in Anpum and Bazari areas where the poppy plants were grown.
One team had conducted the operation at Bizari areas with help of the GBs of the village while the other two teams conducted the operation at Anpum and Loklung areas with local student leaders. The GBs of Bizari village and the student leaders of Anpum had not only helped the teams in locating the plots but also assisted them in destroying the poppy plants, Tayeng said.
The second round of operation will be carried out very soon as there might be many more such plots in inaccessible pockets, where poppy plantation is very likely, Tayeng informed.
The administration is also keeping strict vigil on the movement of suspected persons to check drugs (opium) peddling as the area shares porous border with Assam making their movement easy.
Shatrughan takes a dig at Modi's 'advisors' on PR
NEW DELHI, Jan 30: Disgruntled BJP MP Shatrughan Sinha today criticised the Centre's decision to impose President's Rule (PR) in Arunachal Pradesh, taking potshots at Prime Minister Narendra Modi's "great advisors" wondering what answers they will have if the Supreme Court ruled against it.
Sinha, who has been at variance with the party leadership over a host of issues, questioned the government's "hurry and worry" when the matter was being heard by the apex court.
"I have tremendous faith in our dashing, dynamic action hero PM. But wonder who the 'great' advisors are who advised President's Rule in Arunachal Pradesh. That too when the matter is sub judice, in the Supreme Court, under a 5 judge constitutional bench. Wonder what was the hurry and worry," he said in a series of tweets, a day after the Centre justified its decision in the Supreme Court. PTI

ITANAGAR, Jan 30: Informing that three members of a family had lost their lives in a devastating fire which broke out at 4 am today in the house of one Bake Tagin at Bath Village near Ganga Lake, the Arunachal Youth Organization (AYO) has in a release appealed the Capital Complex DC and concern authorities to provide immediate relief to the victim’s family.
The fire tenders were unable to reach the spot on time and save the lives of the three persons which include Bake Tagin, his wife Bake Ana and daughter Bake Ame, the AYO claimed and demanded enquiry into the whole incident. It further demanded early establishment of a fire station at Gohpur to ensure quick access of the fire tenders to nearby areas like Bath, Chimpu, Poma, Jote etc. in case of similar incidents
